Summary of Duties:    

The Program Director is responsible for the overall administration of the STOP program.  Working with CDCR, the planning, direction and coordination of all program activities shall rest with this position. The Program Director is charged with selecting and training staff, monitoring program effectiveness, negotiating Agreements with Subcontractors, coordinating invoices, submitting required reports, and managing all required contract services.


Responsibilities include, but are not limited to, the following:

 Implementation of program services and activities to ensure compliance with CDCR’s administrative and fiscal regulations in accordance with Agreement provisions

Development, management, and oversight of program facilities and services

Ensure the efficient operations of subcontracted facilities

Supervise all program staff positions

Remain responsible for logistics related to program equipment and compliance with the Agreement

Development of quality control procedures to ensure high quality service

Assist in resolving programmatic and personnel problems

Conduct staff meetings with all employees to discuss personnel and program issues and assign other duties as needed

Remain knowledgeable in the programmatic process and be able to define and identify program methodology, counseling modalities, program design needs, the various facets of the program and the principles and techniques of individual counseling and small and large group counseling

Monitor the casework process

Manage inventory supply and purchasing of office supplies/equipment, billing, account reconciliations, reimbursements and expense reports

Track and report employee hours, leave and benefit time for payroll purposes

Maintain all personnel files and enter employee data in database according to GEO policy

Knowledge, Skills & Abilities:

  • Knowledge
    • Understand a variety of models including cognitive behavioral therapy, theories of addiction and dynamics related to substance use and other criminogenic risk factors
    • Recognize the importance of family, social networks, and community systems in the treatment and recovery process
    • Know and comply with program documentation requirements, applicable ethical and professional standards of conduct
  • Skills
    • Ability to conduct assessments and/or evaluations, which serve as the basis for CBP placement
    • Provide services appropriate to the personal and cultural identity and language of the Participant
    • Tailor program services to the Participant's stage of dependence, change, or recovery
    • Appropriately use strategies from accepted and culturally appropriate models with Participants with substance use and other criminogenic risk factors
  • Abilities
    • Manage a significant budget that encompasses a network of service providers
    • Able to establish rapport with Participants, including management of crisis situation and determination of need for additional professional assistance
    • Facilitate the Participant's engagement in the treatment and recovery process
    • Possess the case management skills necessary to implement the case plan, consult as a member of a multi-disciplinary team, and assess ongoing treatment planning efficacy
    • Able to operate a PC with basic knowledge of MS Word, Excel and Access


Job Requirements

Minimum Qualifications:

  • Possess a Bachelor’s degree in Human Services, Criminal Justice, or related field and two (2) years of experience working with a criminal justice population
  • Additional experience may be substituted for education on a year for year basis, or possess six (6) cumulative years of full time administrative experience with a criminal justice population


Preferred Qualifications:

  • It is desired, but not mandatory, to possess an Alcohol and Drug Counselor Certification recognized by the Department of Health Care Services (DHCS)
  • Prior management experience is preferred
