Under general guidance, this position is responsible for assisting and supporting the Human Resources Manager or Facility Administrator in all facets of Human Resources including recruiting, policy interpretation and implementation, reporting of information, and employee relations.

Primary Duties and Responsibilities

  • Serves as the facility’s initial contact on all Human Resource issues. Researches, investigates, and makes recommendations that have a significant impact on the facility’s operations.
  • Handles all employee relations inquiries and questions from staff regarding personnel or pay issues and forwards them when necessary.
  • Conducts research on human resources issues and makes recommendations to management to improve conditions, processes, or efficiency.
  • Performs new employee orientation to foster positive attitude toward facility goals.
  • Processes new hire paperwork and follows through to ensure that all information is entered correctly into the Human Resources Information System (HRIS).
  • Screens all employment applications and verifies that their information processes has been entered through the applicant tracking system. Forwards qualified candidates to the appropriate hiring department manager or interview panel. 
  • Processes all Employee Data and Personnel Action Forms and obtains appropriate signatures.
  • Recruits qualified candidates through on-line or newspaper advertising, approved recruiters, and other recruiting sources. Attends job fairs when appropriate.
  • Assists in the selection of qualified candidates to fill vacant positions. Conducts employment verifications and reference checks and obtains criminal background checks prior to extending an offer to candidates. Completes offer letters to selected candidates.
  • Maintains files, forms and database information associated with personnel, benefits, recruiting, or other general information.
  • Updates and maintains Facility Policies and Procedures Manual. Insures that revisions are distributed to appropriate staff members in a timely manner.
  • Coordinates employee relations issues with management to ensure prompt and appropriate resolution.
  • Routinely audits facility policies for accuracy and adherence to established guidelines and applicable federal and state laws.


Job Requirements

Minimum Requirements

  • Bachelor’s Degree in Human Resources or related field. Three (3) to five (5) years progressive experience as in Human Resources.  (A combination education and work experience may be taken into consideration based on management’s discretion.)
  • Excellent written and verbal communication skills.
  • Ability to handle complex employee relations issues in a professional manner. Ability to work with employees at all levels of the facility and/or organization.
  • Ability to maintain strict confidentiality on sensitive personnel issues.
  • Ability to work with computers and the necessary software typically used by the department.
