Summary of Duties:    

The Community Service Representative (CSR) is responsible for conducting ongoing contacts with inmates and coordinating with STOP Placement Office, In-Prison Program Transitional Counselor, AOR, and Community Transition Program (CTP) staff to ensure continuum of care from in-prison programming services to the STOP network of CBP programs.


Responsibilities include, but are not limited to, the following:


  1. Provide interactive services to inmates and CDCR staff
  2. Confer with the STOP Transportation Coordinator to facilitate the transportation of Participants
  3. Assist in development of community transition plans
  4. Assist with appropriate referrals to community programming
  5. Keep the AOR apprised of the community transition plan
  6. Conduct ongoing contacts with inmates, In-Prison Programs Transitional Counselor, STOP Placement Office staff, AOR, and CTP staff beginning one hundred fifty (150) calendar days prior to release in order to develop community transition plans
  7. Ensure all pre-release contacts are documented in the STOP case management file
  8. Conduct pre-release contacts to include:
    1. Two (2) face-to-face contacts with inmates, CSR, and In-Prison Programs Transitional Counselor
    2. Two (2) contacts with the designated STOP Placement Office staff and CSR
    3. One (1) telephone contact with the AOR and CSR
  9. Responsible for Global Presentations to provide outreach presentation as follows:
    1. Present quarterly at all CDCR institutions within the Program Area, or locations deemed appropriate by CDCR
    2. Schedule the Global Presentation in coordination with the In-Prison Program Contractor
    3. Maintain documentation at the STOP Placement Office, including sign-in sheets that include the following:
      • Name of the Institution
      • Date and Time of Presentation
      • Name and Signature of the CSR Presenter
      • Name, CDCR number, and signature of each attendee


Knowledge, Skills & Abilities:

  • Knowledge
    • Understand a variety of models including cognitive behavioral therapy, theories of addiction and dynamics related to substance use and other criminogenic risk factors
    • Knowledgeable regarding the California Treatment Initiative, in-custody and reentry treatment continuum of care, and the critical nature of portal-to-portal transportation in the retention process of Participants
    • Extensive knowledge of the transitional process, both documentation and operational, between in-custody and community-based modalities/programs
    • Possess excellent knowledge of English and spelling
    • Possess a level of maturity to deal with sensitive issues inherent in the delivery of reentry substance abuse treatment services to the criminal justice population
    • Know and comply with program documentation requirements, applicable ethical and professional standards of conduct

    • Excellent communication skills
    • Possess excellent organizational and time management skills, as well as an ability to train subordinate office staff in use of same
    • Ability to read and interpret documents such as government regulations, legal documents, operating instructions, and procedure manuals
    • Ability to write routine reports and correspondence


  • Abilities
    • Able to establish rapport with Participants, including management of crisis situation and determination of need for additional professional assistance
    • Provide effective supervision
    • Facilitate the Participant's engagement in the treatment and recovery process
    • Possess the case management skills necessary to implement the transportation plan, consult as a member of a multi-disciplinary team, and assess ongoing Participant needs
    • Able to operate a PC with basic knowledge of MS Word, Excel and Access



Job Requirements

Minimum Qualifications:

  • Possess a high school diploma or equivalent
  • Experience with case management and criminal justice populations is preferred
  • Must qualify for gate clearances into CDCR institutions
  • Must possess a valid driver’s license
