SUMMARY: 

This is a managerial position providing a full range of support services to assist the program in the day to day operations.  Incumbent participates in various administrative functions that support the program.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.

Major Activity: Responsible for the accounting functions that support the program.

  • Oversees all accounting functions, to include: accounts payable, accounts receivable, imprest and petty cash funds, expense reports and journal entries.
  • Oversees the payroll process.
  • Explores and develops new revenue and funding sources.
  • Establishes systems to utilize and monitor developments in reimbursement sources.
  • Prepares annual budgets for the program and monitors compliance with budgeted guidelines.
  • Prepares and analyzes regular financial reports to the administrative office and external agencies.

(2) Major Activity: Acts as purchasing agent.

  • Solicits bids, initiates purchases and establishes new accounts.
  • Acts as liaison with vendors as necessary.
  • Oversees the management of all office equipment and computer systems.

 (3) Major Activity: Manages and negotiates all funding stream contracts:

  • Initiates contract RFPs and contract renewal process.
  • Develops terms, amendments, addendum’s and contract revisions.
  • Sets rate and negotiate terms of contracts.
  • Seeks VP approval and executes signed contract.
  • Educates staff on contract provisions.
  • Oversee MACSIS process including board agreements, implementation of enrollment procedures and consent and disclosures for multi county boards.
  • Manages board audits and compliance requirements.

(4) Major Activity: Manages and negotiates all funding stream contracts:

  • Initiates contract RFPs
  • Develops terms, amendments and contract revisions.
  • Sets rate and negotiate terms.
  • Seeks VP approval and executes signed contracts.
  • Educates staff on contract provisions.

(5) Major Activity:  Manages the UFMS ODADAS and Title IV-E reporting and accounting  processes.

  • Develops all cost accounting and rate setting requirements for Medicaid contract.
  • Performs quarterly reconciliations to ensure compliance with regulating bodies.
  • Develops and oversees related productivity and control mechanisms.
  • Develops all IV-E entitlement reports and cost.

(6) Major Activity: Personnel management.

  • Supervises accounting, food service, IS, administrative and maintenance departments.
  • Provides subordinates with performance evaluations and corrective action as necessary.
  • Provides subordinates with supervisory conferences as necessary.
  • Provides subordinates with training and skill development as necessary.

(7)  Major Activity: Develops and implements program policies and procedures.

  • Assists in the development and implementation of policies and procedures.
  • Assists in the development and implementation of program goals, as related to fiscal and operations management.
  • Ensures compliance with internal policies and procedures and external regulatory agencies.

 

Job Requirements

MINIMUM QUALIFICATIONS:

  • Bachelor degree in business/accounting related field and five years related experience; preferably MBA
  • Proficiency with personal computers and standard business application software,  preferably in spreadsheet and database management.
  • Thorough knowledge of accounting and bookkeeping procedures.
  • Ability to prepare clear and concise reports and communicate effectively, both orally and  writing.
  • Sound and progressive supervisory experience.
