In April 2012, CDCR released “The Future of California Corrections,” a Blueprint to Save Billions of Dollars, End Federal Court Oversight, and Improve the Prison System,” referred to as the “blueprint.” The Blueprint is a plan to build upon the changes brought about by realignment. Improving access to rehabilitation is a key component included in the plan. Increasing access to rehabilitative programs will reduce recidivism by better preparing inmates to return to their communities as productive members of society.
CDCR is establishing reentry hubs at certain prisons to concentrate program resources and better prepare inmates, as they get closer to release. CDCR intends to increase the percentage of inmates served in rehabilitative programs by offering additional structured programs which will address specific criminal needs. These new cognitive behavioral therapy programs have been designed to continue addressing the substance abuse needs of our population and begin to address criminal thinking, anger management, and family relationships.
