This position is responsible for the supervision of case management staff. Provides quality oversight for assigned supervision and/or rehabilitation program functions provided to clients. Learns, uses and models principles of the “What Works” system through evidence-based practices in all interactions with clients and other staff members.


Primary Duties and Responsibilities

  • Responsible for all of the duties of the Facility Program Director when the Facility Program Director is absent;
  • Responsible for the efficient management of casework functions and supervision of casework staff;
  • Responsible for monitoring Supervised Offenders’ progress and making recommendations to the Case Managers, assigned NJSPB representative or representative of the agency responsible for the offender’s supervision and the Supervised Offender whenever corrective measures are indicated; and
  • Responsible for monitoring the methodologies and procedures governing casework documentation and for ensuring that Supervised Offenders are working in compliance with their individualized service plans.
  • Responsible for the development and implementation of systems, in alignment with Company policies and procedures and principles of the “What Works” system, to enhance operational efficiency and delivery of services to clients referred for supervision or treatment.
  • Provides ongoing staff training within a specific office regarding the technical and client management dimensions of Company’s offender management system, including effective integration of information, technology and treatment.
  • Provides in-service training for staff in compliance with regulatory requirements and company policies and procedures.
  • Audits case management services provided to clients to ensure standardized delivery of such services. Provides feedback and corrective action reports to staff.
  • Collects and analyzes client satisfaction ratings for all program services provided within an office. Generates a summary program quality report quarterly. Develops corrective action plans when necessary.
  • Assists Program/State Manager in maintaining state certifications for staff as required by law. Maintains compliance with all government regulatory agencies that oversee treatment services.
  • Provides case consultation to treatment staff as needed.
  • May be involved with providing case management services directly to clients using principles of the “What Works” system.
  • Carries out supervisory responsibilities in accordance with BI Incorporated policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Supervises a group of non-exempt level employees.


Job Requirements

Minimum Requirements

  • Baccalaureate Degree in Social Services or related field and have two (2) years’ experience supervising casework staff.
  • Substance abuse or domestic violence certification or the ability to become certified preferred.
  • In-depth knowledge of case management, referral services and interventions in both group and individual modalities.
  • In-depth knowledge of criminal justice system.
  • Good presentation, public speaking and facilitation skills.
  • Good organizational skills and attention to detail.
  • Effective communication skills with internal and external contacts at all levels.
  • Ability to handle multiple priorities simultaneously.
  • Problem solving and analytical ability.
  • Good interpersonal skills.
  • Good supervisory skills.
  • Conflict resolution and de-escalation skills.
  • Computer literacy.
  • Ability to work with diverse clients and staff.
