Summary

Reporting to the Payroll Director, this position is responsible for payroll policies, procedures, controls, and systems analysis. This position is tasked with identifying and making recommendations to improve and streamline existing payroll processes and systems, and design and introduce validation processes to validate the accurate payroll processing, including accuracy and timeliness of payroll deductions and their payments.   

 



Primary Duties and Responsibilities

  • Monitors the payroll function while ensuring use of best practices and continuous improvement.
  • Analyzes payroll, tax, garnishment, accounting processes, union, H&W payments, voiding of stale checks (and related escheatment aspects) and systems to identify opportunities for process improvements.
  • Assists with development and conducting of performance management.
  • Consults with Payroll Director, Payroll Managers and Supervisors and interviews payroll staff to determine reporting needs and best methods to generate reports.
  • Partners with IT and HR on systems upgrades, performance testing, designs of controls and training of payroll staff.
  • Responsible for the development, maintenance and documentation of payroll policies and procedures ensuring compliance with Sarbanes Oxley, all federal, state, and local laws and regulations.
  • Develops guidance, processes, controls, and best practices to be used by field payroll personnel to enhance the timely and accurate payment of facility personnel and corporate staff.
  • Develops and maintains documented payroll and audit procedures and best practices for the field and corporate business units.
  • Assists with maintaining external vendor relationships (e.g. ADP for Tax filing, garnishment processing and pay stub printing, bank for pay cards, Kronos for timekeeping) to ensure compliance and use of best practices.
  • Participates in interdepartmental meetings with IT for Infinium and Kronos system maintenance and enhancements; with HR regarding compensation and benefit issues; and with Accounting for general ledger and reporting issues.
  • Reviews and audits payroll deduction interface files for 401(k), garnishments and various other employee benefit deductions.
  • Drives direct deposit, on-line paystub projects and similar employee portal enhancements to facilitate to the timely and accurate payment of employees.
  • Develops and analyses reports to assist with monitoring the timely and accurate payment of employees, the taking of deductions and related payments to 3rd
  • Manages special projects as needed.
  • Performs other duties as assigned.

 

Job Requirements



Minimum Requirements

  • Bachelor’s degree in finance, accounting or another business-related field. An advanced degree is a plus, as is a current CPP (Certified Payroll Professional) certification.
  • Ten (10) years of successively increasing management experience with a minimum of five (5) with direct responsibility for a payroll function.
  • Thorough knowledge of automated payroll systems (Infinium a plus) and time collection systems (Kronos a plus).
  • Broad exposure to federal, state and local taxes including knowledge in federal, state and local income tax, unemployment tax, credits and incentives a plus.
  • Strong leadership abilities and be able to interact with all levels of management.
  • Strong knowledge of accounting, tax and financial reporting related to payroll.
  • Strong knowledge of information technology and data management.
  • Ability to work with computers and the necessary Microsoft and Google software typically used by the department.
