Manages and evaluates all health service program activities based on company goals, objectives, and philosophy according to industry standards and contractual obligations.  Functions as liaison between correctional officials, public agencies, and the company.  Implements all contractually required services.  Manages department budget and actively seeks to improve the operational efficiencies of the facility health service program.


Primary Duties and Responsibilities

  • Reports directly to top facility management regarding daily operations of the clinic and to regional Health Service management on contractual health care issues.
  • Maintains a good working relationship with correctional and nursing staff, contracted providers, and outside provider agencies.
  • Utilizes established corporate and correctional policies and procedures in making decisions, but uses sound independent judgment in meeting the responsibilities and performing the duties of the position.
  • Develops, revises, interprets, and ensures compliance with the rules, regulations, policies, procedures, and philosophy of the company.
  • Directs the work of other employees and contract providers. This includes the selection, hiring, evaluating job performance, employee training/development, promoting and any disciplinary action, including termination.
  • Ensures adequate staffing to meet the health care needs of the detainees/inmates.
  • In the event of periods of being short on staff, assumes the role needed and accepts 24/7 on-call status.
  • Ensures appropriate licensure and insurance coverage on medical personnel, (i.e., physicians, nurses, dentists, etc.).
  • Monitors and takes appropriate action as needed on operational issues including but not limited to the following: use of overtime; issuance of appropriate forms to staff; auditing of medical files; requests for records, inpatient hospitalizations to ensure early release whenever appropriate; status of detainees/inmates with serious health problems ensuring all necessary intervention and treatment is completed; provision of all required contractual and medical services; potential catastrophic illnesses and explores/utilizes all avenues of limiting both the company and agency liabilities; pharmacy use to ensure adherence to formulary; strict staff compliance with all applicable pharmacy law, especially those covering controlled substances; supplies, purchases, and equipment needed; physical safety requirements of both patients and staff to ensure a safe working environment.
  • Ensures proper accreditation of the medical program is attained by ensuring the presence of the required level of organizational efficiency and the provision of approved and appropriate medical services.
  • Completes and submits monthly statistical, narrative, summary, and/or operational reports.
  • Reviews, processes, and responds (via company attorneys) to all lawsuits.
  • Identifies financial responsibility (detainee/inmate, agency, parent company, insurance company, etc.) for all incurred expenses.
  • Evaluates and recommends methods of improving operational efficiency and cost effectiveness.
  • Obtains bids from a minimum of three providers/suppliers for each ancillary service (e.g. dental care, eye care, etc.).
  • Monitors and/or provides an in-service program suitable to the detainee/inmate health care program.
  • Maintains and fosters external relationships with outside hospital/agency administrators and professional organizations, as well as attendance at seminars, workshops and conferences.
  • Performs other duties as assigned.


Job Requirements

Minimum Requirements

  • Bachelor's degree from a NLN (National League of Nurses) approved program; graduate of an accredited school of nursing required. Must have a current, unrestricted license to practice as Registered Nurse in the state the facility is located.
  • Five (5) years of related work experience in a correctional/detention setting preferred.
  • Three (3) years administrative/supervisory experience preferred. Further preference is given to outpatient or emergency services experience.
  • Experience in health care planning, budgeting and meeting contractual obligations preferred.
  • Must be mature, flexible, intellectually alert, possess good decision making skills, able to command the respect and confidence of inmates and staff, and philosophically committed to the objectives of the facility.
